Julio Otoni
Julio Otoni is a small low income community (favela) with approximately 2,000 inhabitants in Rio de Janeiro, Brazil. As in other poor areas of Rio de Janeiro, the area has been heavily affected over the years by the presence of criminal gangs, drugs and guns. Due in part to the lack of occupational alternatives in the community, it is not at all unusual for children as young as twelve and thirteen to become involved with the gang culture.
Júlio Otoni é uma pequena favela com cerca de 2000 habitantes no Rio de Janeiro, Brasil. Como em outras regiões pobres do Rio de Janeiro, a situação se deteriorou ao longo dos anos pela presença de gangues, traficantes e tiroteios. Devido á falta de alternativas de ocupação naquela comunidade, é bastante comum o envolvimento de crianças e jovens, entre doze e treze anos que começam a se envolver com a cultura da “gangue”.
The good news is that since 2004 this situation which is so common in Rio de Janeiro is changing. A group of organizations and individuals led by REDEH (Network for Human Development ), CEMINA ( Communication, Education and Information on Gender), Instituto Polen and the Jingando Project is currently engaged in a collaborative named The Julio Otoni Project. Our vision is to get to a stage in which this positive change in the community can be sustainable without outside help.
A boa notícia é que desde de 2004 a situação da Comunidade Julio Otoni está mudando. Um grupo de organizações e indivíduos liderados pela REDEH ( Rede de Desenvolvimento Humano), CEMINA ( Comunicação, Educação e Informação em Gênero), Instituto Polén e o Projeto Jingando, vem colaborando com o propósito de transformar a Favela em uma real comunidade. Nossa visão é de alcançar o estágio em que esta mudança positiva na comunidade possa ser auto-sustentada sem ajuda de organizações externas.
REDEH (Network for Human Devlopment ) and CEMINA ( Comunication, Education and Information on Gender) are two NGOs based in Rio de Janeiro, developing programs that foster empowerment of underserved communities. They enhance the role of women and youth as change agents of their own realities.
REDEH/CEMINA have 20 years of experience of implementing innovative social and environmental projects.
In 2004, REDEH/CEMINA have engaged in the process of helping the Julio Otoni community to become pro-active in the face of their increasing problems. Many things have happened since them, starting with the purchase of an old property in the middle of the favela. That property has become after the renovation the Julio Otoni Community point of gathering. This new Community Center has become the hub of many activities that have been developed in the last 4 years The out-of-school activity programme for children between the ages of 7 and 17 is the most important one. The objective of the programme is to offer local young people alternative activities after school and especially in the school holidays (a time when they would otherwise spend all their free time on the streets) such as Educational Support, English, Capoeira, Computing and Environmental Education.
Many other organizations and individuals have joined REDEH and CEMINA in the effort of transforming the “Julio Otoni favela into a real community”
Since its set up, the project has gone from strength to strength. It now has 40 regular attendees, and a computer room. The project has made a difference that is instantly visible in many of the children that use the facilities. Through this site we want to share with you some of the exciting changes that are happening at The Julio Otoni Project.
A REDEH ( Rede de Desenvolvimento Humano ) e o CEMINA ( Comunicação, Educação e Informação em Gênero) são ONGs baseadas no Rio de Janeiro que desenvolvem iniciativas que tem como objetivo mobilizar recursos para a mudança das condições sócio-ambientais. REDEH e CEMINA trabalham especialmente com mulheres e jovens.
Desde maio de 2004, REDEH/CEMINA trabalham junto à Comunidade Júlio Otoni no sentido de transformar a situação da favela que recebe este nome e estava em processo de franca deterioração devido sobretudo a influência crescente do tráfico de drogas. A primeira iniciativa foi a instalação de um Centro Comunitário e a articulação de diversas parcerias que trouxeram voluntários e outras organizações tais como o Instituto Pólen que desde 2006 vem colaborando na implantação de atividades educacionais para os jovens. .
O objetivo, é oferecer para a população jovem local atividades alternativas no período pós- escola, especialmente nas férias escolares (num período em que de outra maneira, desperdiçariam seu tempo vagando à toa pela ruelas da favela).
São atividades como Reforço Escolar, Inglês, Capoeira, Informática e Educação Ambiental. Desde seu começo, o projeto vem se fortalecendo. Atendemos regularmente a 40 jovens e montamos um sala de computadores com acesso à Internet banda larga que contou com o apoio do Banco do Brasil.
